What is Civic Duty and Responsibility?
As participants in the system of governance, citizens have rights, and it must be ensured that these rights are granted accurately and without fail. Actions contrary to this must be prevented, and the responsible protection of civil rights should be implemented.
Citizens have a duty to fulfill certain responsibilities and obligations toward society and the nation. In short, these can be termed Civic Duties. Fulfilling these duties voluntarily is the mark of an ideal citizen.
Indian Constitution – Article 51A (1976)
Respect and adhere to the Constitution and the core values of the nation, and refrain from disrespecting or violating them.
Cherish and noble the ideals of the national freedom struggle.
Protect, maintain, and safeguard public property, avoiding any damage to it.
Preserve historical and cultural heritage.
Protect the natural environment, including forests, wildlife, and ecological balance, and prevent their loss.
Protect and elevate the status and dignity of women, and oppose anti-women practices.
Resist superstitions and harmful social practices, foster a scientific temper, humanism, and the spirit of inquiry and reform, and strive toward individual and collective excellence.
Uphold the sovereignty, unity, and integrity of the nation, promote communal harmony and universal brotherhood, and be ready to render national service when called upon.
Panchayat Raj Act (1994, 1999)
The Panchayat Raj Act defines the duties and responsibilities of citizens residing in a Grama Panchayat area. As a citizen of a Panchayat, every person residing in the Grama Panchayat area is obligated to perform the following duties:
Participate in the Grama Sabha and take a direct part in the local governance process, thereby realizing active democracy.
Prevent tax evasion and ensure the local body's own revenue by paying taxes accurately and on time. Avoid fraud or excuses in tax payments.
Assist the Panchayat in development activities. Help through the mobilization of personal, physical, and financial resources as well as labor.
Actively participate in planning, implementation, and evaluation processes.
Refrain from causing public nuisances, disruptions to public life, or dumping waste in public places, and remain vigilant against such actions.
Cooperate with the Panchayat in implementing activities related to sanitation, disease prevention, nutrition distribution, literacy, legal awareness, and dispute resolution mechanisms.
Assist in making the social audit process meaningful.
Engage in activities that promote social unity and participatory development while opposing fundamentalism and sectarianism.
Maintain legal vigilance against corruption and malpractices. Ensure opportunities for democratic local self-governance to thrive.
Cooperate in preserving natural resources and public transport systems, avoiding their misuse and exploitation.
Promote and practice thrift, avoid luxury and extravagance, and ensure participation in self-help initiatives.
Stand against social evils such as alcoholism, substance abuse, dowry, violence against women, child labor, and discrimination against backward communities.
Participate in environmental awareness programs and ensure ecological balance.
Cooperate in the accurate collection, compilation, and aggregation of statistical data. Refrain from giving false information and oppose others doing so.
Assist in protecting and rescuing victims of natural disasters.
Foster habits of cooperation and savings.
Relinquish land required for development purposes and refrain from illegally encroaching upon public land.
Organize and participate in neighborhood groups (Ayalkkoottam) and self-help/mutual-help groups.
Avoid anti-social behaviors in public places and roads, such as spitting, open defecation/urination, consuming alcohol, or smoking.
Refrain from slaughtering animals publicly in open/public spaces. Avoid selling meat or animal waste by displaying them openly or in a repulsive manner.
Ensure timely and mandatory vaccinations as well as proper licensing for pets, domestic animals, and birds.
Obey laws and regulations, refrain from violating them, and do not abet or assist in their violation.
Uphold gender equality and justice, and actively participate in activities that promote them.
